–On Friday at approximately 10:35 p.m. an unknown male suspect armed with a hand gun robbed a clerk at the Sycamore Mineral Springs Resort then fled the area with an undisclosed amount of money, according to the San Luis Obispo County Sheriff’s Department.

The suspect was described as a white male adult in his 30’s, approximately 6’2″ with a medium build, wearing a black ski mask, black sweatshirt, and blue jeans. The suspect fled the area in a dark colored sedan.

No one was harmed during the robbery.

The sheriff’s office is currently investigating the crime and no further information available at this time.

Suspect still at large Sheriff

–On Saturday, deputies from the San Luis Obispo County Sheriff’s Office responded to a call of an armed robbery which had just occurred at the Nipomo Smoke Shop at 110 Mary Avenue in Nipomo.

A male suspect armed with a small handgun entered the store and robbed the clerk of approximately $350. The suspect then ran off into the surrounding area. No one was hurt during the robbery.

The suspect is described as a white male adult, approximately 30 to 35 -years-old, between 5′ 10″ and 6′ 0″ tall, approximately 180 pounds with short dark hair. The suspect was last seen wearing a white hooded sweatshirt possibly inside out and dark sweatpants. The suspect was wearing a bandana over his face during the robbery.

Police seized cocaine, heroin, methamphetamine, marijuana, cash, ammunition and several firearms. One of the firearms was reported stolen in San Luis Obispo County in a burglary.

–On Monday, an Atascadero Police Department officer made a traffic stop on a vehicle on northbound US 101 at the Santa Rosa exit. The officer learned the driver did not possess a driver’s license and that one occupant was on probation. Other Atascadero Police Department officers arrived and conducted a search of the vehicle contents. A number of illegal items were located within the vehicle.

The items included cocaine, heroin, methamphetamine, marijuana, cash, ammunition and several firearms. One of the firearms was reported stolen in San Luis Obispo County in a burglary. During this investigation three male suspects were arrested and booked into county jail for the following charges:

Possession of a controlled substance for sale;
Unlawful transportation of a narcotic for sale;
Possession of a controlled substance with a firearm;
Violation of felony probation

The total street value of the narcotics combined is estimated to be nearly $10,000.

The suspects are:

John Allen Webb Jr, 27 years of age from Atascadero
Travis Thomas King, 31 years of age from Atascadero
Eric Lee Juhl, 30 years of age from Templeton

Motorcyclists fled at speeds of more than 120 mph, CHP says

–Three men riding motorcycles were arrested after they led police on a high-speed chase on Saturday in San Luis Obispo, according to the California Highway Patrol.

At about 4 p.m. on Saturday, a Templeton CHP officer attempted to make a traffic stop on three motorcyclists that were going about 100 mph on southbound Highway 101 at North Spring Street in Paso Robles. All three motorcyclists fled at speeds of more than 120 mph, using off-ramps and on-ramps to avoid being caught, according to CHP.

Additional CHP units and a helicopter followed the motorcyclists to an address on Graves Avenue in San Luis Obispo.

Jonathan Alexander Martinez, 19, of Perris, Walter Arreolarodriguez, 21, of Santa Clara, and Ulises Penalopez, 21, of Mountain View, were arrested on suspicion of felony evading. The motorcycles were impounded.

Toxic pesticide found at the grow site

–On Thursday, San Luis Obispo County Sheriff’s Narcotics Detectives investigated a marijuana grow on the east side of Highway 101 approximately halfway up the Cuesta Grade.

Detectives say they discovered 5,880 marijuana plants on private land bordering national forest land near a tributary of San Luis Creek. Investigators say evidence at the scene indicates this was part of a Mexican National cultivation operation.

This type of operation, besides being illegal, produces many environmental hazards and generates large amounts of trash, according to the sheriff’s office. Agents with the state Department of Fish and Wildlife and experts with the San Luis Obispo County Public Health Department’s Environmental Health Services were brought on site to determine the extent of the damage.Marijuana grow operation

Among the toxic chemicals discovered was Carbofuran, a pesticide that was believed to have been applied to the marijuana plants. Environmental Health Specialists say Carbofuran was banned for use by the U.S. Environmental Protection Agency in 2006 for human health risk and eco-toxicity. This pesticide is toxic to birds and animals. It is also systemic, which means the pesticide is absorbed by the plant and ultimately ends up in the marijuana plant itself. To determine if the nearby water sources were contaminated, water samples were taken. Results are expected in approximately 10 days.

No arrests have been made. The investigation is continuing.

Lyndsey Garcia arrested after colliding with bridge railings

–Lyndsey Garcia, a 33-year-old Oakland woman, was arrested for DUI in Paso Robles Saturday after colliding with concrete bridge railings on either side of Highway 101, according to California Highway Patrol.

Garcia was driving a Subaru southbound on Highway 101, north of Highway 46, at 75 mph, under the influence of an alcoholic beverage, according to CHP. Due to her level of intoxication, she turned her vehicle to the left causing the left side to collide into a raised concrete bridge railing. She then turned the vehicle to the right, crossing both lanes of traffic until she collided into a raised concrete bridge railing on the right-hand side of the road, before coming to a stop partially blocking a southbound lane.

Following the collision, Garcia walked off the freeway to an empty parking lot adjacent to the collision scene. She was arrested for DUI at the conclusion of the collision investigation, and the subsequent DUI investigation.

Man exposed himself to multiple female victims over the past few months, police say

– Courtney Luther Miles, a 48-year-old man from Cambria, was arrested for indecent exposure and for violating his parole after police say he exposed himself to multiple female victims over the past few months.

On June 10, deputies from the San Luis Obispo County Sheriff’s Office were called to a report of an indecent exposure incident which had occurred the night before in a parking lot in the 4000 block of Burton Drive in Cambria. Two female tourists reported seeing a man in the parking lot wearing white painter’s pants, white shirt and white hat. As they approached the motel where they were staying, the women say the man approached them with his pants’ unzipped, exposing his genitals. Deputies searched the area but were unable to locate the suspect.

On July 29, deputies responded to a report of an indecent exposure incident which had just occurred at a public restroom in the 800 block of Hillcrest Drive in Cambria. The female victim reported a man had walked into the women’s restroom and exposed himself to her and then fled after the woman began yelling. The suspect was described as wearing white painter’s clothes. Deputies and an officer with California State Parks searched the area and were able to locate a man matching the suspect’s description running from the area. As deputies were in the process of detaining the suspect, they noticed the suspect’s pants unzipped with his genitals exposed.

The suspect was identified as 48-year-old Courtney Luther Miles of Cambria. He was arrested for violating his parole and indecent exposure and is currently in San Luis Obispo County Jail.

Operation is believed to have ties to Mexican drug cartels

–Officers from the San Luis Obispo County Sheriff’s Office have arrested nine people, all residents of Paso Robles, Atascadero and San Miguel, for their involvement in a major methamphetamine ring. It’s believed this operation has ties to Mexican drug cartels, according to the sheriff’s office.

After a three-month long investigation that began in June 2016, members of the sheriff’s narcotics unit shut down a major methamphetamine distribution organization that they say was operating in northern San Luis Obispo County.

Investigators served search warrants at nine locations in both San Luis Obispo and San Bernardino Counties. The sheriff’s office was assisted in the investigation by members of the sheriff’s K9 unit, Drug Enforcement Administration, San Luis Obispo Police Department, County Probation Department, San Bernardino County Sheriff’s Department, Los Angeles County Sheriff’s Department, CHP and Homeland Security Investigations.

Two handguns and ammunition were also confiscated.

Paso Robles Police Department officers have arrested Joseph Armas, a 26-year-old Paso Robles resident, for possessing drugs and drug paraphernalia, as well as a stolen checkbook.

On Tuesday, at approximately 1:15 p.m., Paso Robles Police Department officers conducted a traffic stop on a vehicle in the 1800 block of Redwood Drive for vehicle code violations. The driver of this vehicle, 26-year-old Paso Robles resident Joseph Armas, was contacted and the investigating officers noticed he was in possession of a checkbook belonging to another person. The owner of the checkbook was contacted and it was learned that this person had been the victim of an unreported vehicle burglary sometime during the previous week. That vehicle burglary occurred in the 600 block of Nicklaus Street in Paso Robles.

Armas was ultimately arrested for several charges after he was found in possession of numerous items of stolen property, along with heroin, methamphetamine, and narcotics paraphernalia.

Officers were able to return over $500 worth of property to the victim of the vehicle burglary.

Armas was booked into the San Luis Obispo County Jail on the following charges:

  • Sales of controlled substances
  • Transportation of controlled substances
  • Possession of stolen property

Sheriff’s detectives searching for Kristin Smart’s remains at Cal Poly

On Monday, the San Luis Obispo County Sheriff’s Office, in conjunction with the FBI, began an excavation project on the Cal Poly campus to determine if the remains of Kristin Smart were buried on the property, according to a report from the sheriff’s office.

Smart is a Cal Poly student who went missing in May, 1996. This is one of several locations being looked at, and is being disclosed because of the high profile location, the report says. The sheriff’s office is not disclosing any other locations at this time.

After a comprehensive review of the Smart case, a lead was developed over the past two years that strongly suggested the remains of Smart might be buried on the hillside near the Cal Poly “P” landmark.

Human Remains Detection dogs were brought in from FBI headquarters in Virginia to search the area in January of this year. These specially trained FBI canines independently alerted on locations of interest in this area of campus.

In the past five years, the sheriff’s office has used the services of the FBI, California Department of Justice, Ventura County DNA Lab and the San Luis Obispo County District Attorney’s Office.

Cal Poly President Jeffrey Armstrong has been informed and has been very supportive of this project, the report says.

Being mindful of the impact to Cal Poly, the sheriff’s office chose to conduct the excavation before the fall quarter began. Realizing potential impacts to the environment, the sheriff’s office contacted the state department of Fish and Wildlife for guidance to minimize the environmental impact during the project and for direction on site restoration when we are finished.

The Smart family has been kept apprised and is supportive of this new development, the report says.

The sheriff’s office has invested thousands of investigative hours and thousands of dollars for this case over the past five years. “It is our hope this will lead us to finding Kristin and bring closure to her family and to the community,” the report says.

–Officers from the Paso Robles Police Department have arrested Paso Robles residents 21-year-old Francisco Daniel Flores, and 18-year-old Rachel Lane Tomassi after a traffic stop resulted in a narcotics investigation yielding 30 Xanax pills, over 11 grams of cocaine, over 27 grams of MDMA, along with narcotics paraphernalia, money, and items used for selling controlled substances.

On Tuesday, Sept. 6, at approximately 10:25 a.m., Paso Robles Police Department officers conducted a traffic stop on a vehicle near the intersection of Melody Drive and Dorothy Court for vehicle code violations. The driver of this vehicle, 21-year-old Francisco Daniel Flores, and his passenger, 18-year-old Rachel Lane Tomassi, were both contacted and officers began a narcotics investigation after observing and smelling marijuana inside the vehicle.

During this investigation, officers say they located over 30 Xanax pills, over 11 grams of cocaine, over 27 grams of MDMA, along with narcotics paraphernalia, money, and items used for selling controlled substances. All of the controlled substances were packaged for sales.

Flores and Tomassi, both Paso Robles residents, were booked into the San Luis Obispo County Jail on the following charges:

  • Transportation of controlled substances
  • Criminal conspiracy

–Officers from the Templeton office of the California Highway Patrol have arrested 27-year-old Daniel Jeffrey Callas after an accident investigation early Wednesday morning in Paso Robles led to a DUI.

Early Wednesday morning at approximately 3:20 a.m., Callas, was driving his 2002 Toyota Land Rover, southbound on Adelaida Road in Paso Robles, when he lost control of the vehicle that he was driving and drove off the edge of the roadway. The vehicle collided with an AT&T wooden telephone pole. After the collision, the car began to smoke and eventually caught on fire and burned. CHP arrived on scene to conduct an accident investigation, which turned into a DUI investigation.

At the end of the investigation, Callas was placed under arrest for DUI. He was arrested and transported to Twin Cities Hospital for his injuries. which included possible broken ribs, a possible collapsed lung, and small scrapes to hands and feet. He was cited and released into the custody of Twin Cities Hospital while he is treated for his injuries.

This investigation is currently ongoing by the California Highway Patrol.

On Saturday at 6:32 a.m., The San Luis Obispo Sheriff’s Office received a call reporting the kidnapping of an 8-year-old boy from a home in Cayucos that had just occurred.

The father of the boy called 911 and said a female acquaintance of his, Tonya Montgomery, had just taken his from his residence in the 3400 Block of Davies Ave., Cayucos. Montgomery then reportedly got into her grey Mercedes SUV and left the area with her own two children in the vehicle as well. The father did not know what direction of travel or reason why Montgomery took his child.

The sheriff’s office immediately broadcast a “be on the lookout” alert county wide and began coordinating additional law enforcement response.

Sheriff’s deputies responded to the residence in Cayucos to begin an initial investigation and gather critical information for other responding units. Deputies learned that Montgomery’s vehicle was traveling northbound on Highway 1 towards Cambria.

Deputies began responding north on Highway 1 in an attempt to catch up with Montgomery. California State Park Rangers were alerted to Montgomery’s direction of travel as well. A short time later, at 7:25 AM, rangers spotted Montgomery’s vehicle and made an enforcement stop on it.

Sheriff deputies arrived on scene just moments later. Montgomery was detained at the scene and the three children including the victim were found safe and unharmed.

A member of the county’s Child Welfare Services responded as well to assist with placement of the children. At the conclusion of this investigation, 45-year-old Tonya Lynn Langshaw aka Montgomery of Pebble Beach was booked into San Luis Obispo County Jail on one count of Penal Code 207/Kidnapping.

Caller claims they are from sheriff’s office, demands payment over the phone

–The San Luis Obispo County Sheriff’s Office is warning the public about a phone scam that’s targeting a number of residents in the county. Several people have called recently to report they had been contacted by someone claiming to be from the sheriff’s office. They were warned there was a warrant out for their arrest because they failed to appear for jury duty or they missed a court date. The caller indicates the resident can clear the warrant by making arrangements for payment usually with a pre-paid debit card.

The sheriff’s office wants to warn residents that these calls have no connection to them. The sheriff’s office reminds that it is not their practice to contact residents by phone regarding these matters, and they will never ask for money over the phone. Anyone who receives a call like this should report it to their local law enforcement agency. Please inform your family and friends about this scam so they can be prepared in the event they receive a call like this.

Early Tuesday morning at about 12:40 a.m., the Paso Robles Police Department received a report of a robbery that had just occurred in the area of 24th and Black Oak.

A 20-year-old male victim reported that he had been robbed by two suspects in the area of 28th and Spring Street, and ran to the area of Black Oak Drive after the robbery. The victim reported that a male suspect had confronted him and demanded his personal property, while a female suspect came up from behind and held a knife to the victim’s back. Fearing for his safety, the victim emptied his pockets and ran away.

The victim had previously met the two suspects, so he was able to provide investigative leads for officers to follow-up on. The victim was not injured in this robbery.

Later Tuesday evening, at about 10:45 p.m., patrol officers located the two suspects from this case in the 1300 block of 24th Street. The suspects were detained without incident and arrested for the robbery.

–On Aug. 23, the Paso Robles Police Department initiated an investigation after being alerted to possible mail theft and drug use that had occurred at the La Quinta Inn in the 2600 block of Buena Vista Drive. Hotel staff notified the police department after finding what appeared to be discarded stolen mail and narcotics paraphernalia while cleaning a room after guests had checked out. Patrol officers located the evidence as described and detectives began conducting a follow-up investigation.

The investigation revealed that a suspect had fraudulently rented the room using another person’s identity. The victim of that identity theft, an adult male resident of Bakersfield, was provided with victim resource information and connected with the Bakersfield Police Department for follow-up on the mail theft.

On Sept. 7 at about 3:30 p.m., detectives were notified by staff from the hotel that the suspect who had rented the room in August was back at the hotel and had rented another room. Detectives and officers responded but the suspect had left the area. After a brief surveillance operation, the suspect was located along with a female companion. Both of these suspects were interviewed and ultimately arrested at the scene for identity theft and drug charges.

Detectives served a search warrant on the room that the suspects had rented and located numerous items of stolen mail, tools used to access postal service mailboxes, along with indicia of ongoing identity theft, items that had been fraudulently purchased, narcotics paraphernalia and approximately one ounce of methamphetamine.

Detectives also searched the suspect’s vehicle pursuant to the search warrant. In the vehicle, detectives located additional items of stolen mail, more indicia of ongoing identity theft, and a pistol that had been reported stolen in Bakersfield.

The investigation also revealed that the vehicle being used by the suspects had been fraudulently purchased by the male suspect from a local auto dealer, using the identity of the male victim from Bakersfield.

The suspects, both residents of Bakersfield, were identified as 44-year-old Vincent Buddy Tessandori and 28-year-old Destiny Maye Anderson. They were booked into the San Luis Obispo County Jail on the following charges:

Detectives secured search warrants for both suspects’ residences in Bakersfield. Those warrants were served on Friday, but no additional evidence related to this investigation was located. Paso Robles detectives collaborated with investigators from the U.S. Postal Inspection Service (Los Angeles and Bakersfield offices) and the Bakersfield Police Department to complete this investigation.

Woman reportedly had no involvement with cause of Chimney Fire

– Cal Fire law enforcement officers have arrested a Bradley woman on suspicion of arson and other related charges. Devorah Collins, 58, was booked Thursday on eight counts of arson, two counts of manufacturing an incendiary device, two counts of use of a time delay device, eight counts of arson during a State of Emergency and one count of resisting a peace officer.

Law enforcement officers from Cal Fire initiated a surveillance operation in August for a series of suspicious fires in the Nacimiento Lake Drive area that had begun in late June of this year. Over the following weeks, with assistance from the Kern County Fire Department and cooperation from the San Luis Obispo County District Attorney’s office, officers identified Collins as a potential suspect for the fires. Ultimately, during an interview, Collins admitted to starting several fires. Investigators were also able to rule out that Collins had any involvement with the cause of the Chimney Fire.

“Wildfires throughout California cause millions of dollars in damage and sometimes even take lives,” said Cal Fire Unit Chief Scotty Jalbert, “those who intentionally start fires will be held accountable and prosecuted to the full extent of the law.”

Collins is scheduled to be arraigned on Monday, Sept. 19, in San Luis Obispo County Superior Court.

As fire danger remains extreme across California, arson is a major threat to life, property and natural resources. Residents should be vigilant in their preparedness and aware of suspicious persons when a fire does start. If you witness someone suspicious make note of the time, his or her physical description, as well as any vehicle description, including the license plate number. Always contact law enforcement, never approach a suspicious person.

Suspect in Halloween mask reportedly robs store in San Luis Obispo

–Authorities are on the lookout for a suspect who fled on foot after reportedly robbing the Sally Beauty Supply Store in San Luis Obispo Saturday afternoon at gunpoint. The suspect was described as a man of an unknown race with an average build, about 5’11” tall wearing a gray coat, brown baseball hat, and a metallic silver Halloween-style mask and sunglasses covering his face.

On Saturday afternoon at about 4:06 p.m., the San Luis Obispo Police Department received a 911 call reporting an armed robbery had just occurred inside Sally Beauty Supply located at 285 Madonna Road in San Luis Obispo.

The suspect reportedly approached and displayed a handgun telling the store clerk to hand over all of the money in the register. The clerk gave the cash from the register to him and the suspect fled out the front door of the business. The suspect fled on foot towards El Mercado. There was no vehicle seen near the business and it is unknown if the suspect left the area on foot or in a vehicle.

The suspect was described as an unknown race male adult with an average build, approximately 5’-11” tall and 190 pounds, last seen wearing grey mid-length coat, brown baseball style hat, a metallic silver Halloween style mask and sunglasses covering his face. There were no injuries as a result of this crime.
