Crystal Lee Williams, the County’s Most Wanted from Jan. 18, has been arrested by the Paso Robles Police Department.

Williams was wanted for failing to appear for ID theft and a second warrant from the Paso Robles Police Department for possess/purchase for sale a controlled substance.

Texas fugitive apprehended

Blake Everett Reed, 32, Hawkins, Texas.

On Sunday, members of the Sheriff’s Narcotics Unit and Sheriff’s Gang Task Force apprehended 32-year-old Blake Everett Reed on a street in the 900 block of Park Avenue in Cayucos. Reed was a fugitive on the Texas 10 Most Wanted list for charges including aggravated assault with a deadly weapon, assaulting a public servant, harassing a public servant, and evading arrest with a vehicle.

Texas authorities had been looking for Reed, who was considered to be armed and dangerous, and suspected he might be in the Cayucos or Cambria area. Through a combination of receiving information from the public and utilizing investigative techniques including surveillance, members of the Sheriff’s Narcotics Unit and Sheriff’s Gang Task Force were able to arrest Reed without incident.

The Sheriff’s Office was aided in their investigation by the Wood County Constable’s Office precinct 2, other multiple law enforcement agencies in Texas as well as the San Luis Obispo County District Attorney’s Office which utilized a number of documents and warrants that led to the capture of Reed. Reed is currently in custody in the County Jail and is awaiting extradition to the state of Texas.

Undocumented Uber driver charged with multiple counts of rape

–Undocumented Uber driver Alfonso Alarconnunez of Santa Maria is accused of raping multiple intoxicated women after giving them rides home in San Luis Obispo, according to reports.

Reports say Alarconnunez targeted intoxicated women, gave them rides home and escorted them inside, where he then sexually assaulted them. Alarconnunez also stole property from the victims, including jewelry, cellphones and computers, reports say.

The San Luis Obispo County District Attorney Dan Dow is seeking the public’s help in finding additional witnesses and possible victims. No further details are available at this time.

Munguia was wanted for second-degree burglary and grand theft.

Police seek public’s help identifing theft suspects

– On Sunday, Jan. 21, at approximately 1:35 a.m., the Paso Robles Police Department received a report of a theft that had occurred earlier at the Chevron station located at 190 Niblick Road. According to the station clerk, two suspects stole two cases of cigarettes (41 cartons total of various brands) from behind the counter.

The clerk told officers that two male suspects entered the business and one went to the rear of the store and dropped a glass bottle from the display case. The lone clerk went to clean up the mess and when he was finished cleaning he noticed the two suspects were gone. Another patron asked the clerk if the two suspects possibly worked at the business because he had seen them leaving with boxes. The clerk checked the business surveillance video and saw that the suspects had stolen the cigarettes from behind the counter while he was distracted and cleaning up the mess they caused.
The suspects are both described as white males in their 20’s (see photos). Suspect #1 was wearing a black hooded sweatshirt, dark colored pants and a red baseball cap. Suspect #2 was wearing a dark colored hooded coat, dark colored pants and a red scarf.

Officers searched the area but were unable to locate the suspects. The value of the stolen merchandise was estimated at almost $3,000. There were no injuries during this incident.

Atascadero resident arrested for rape, possessing child pornography

–In September 2017, Atascadero Police Department detectives began investigating a reported sexual assault involving a 16-year-old female victim and a 56-year-old male suspect, Atascadero resident Jess Drue Brasuell III.

In November 2017, detectives served a search warrant at Brasuell’s residence in the 7100 block of Sombrilla Ave. in Atascadero. Brasuell was arrested on various felony charges and was booked into the San Luis Obispo County Jail.

During the investigation, additional victims were identified, according to police. Brasuell has now been charged with crimes stemming from assaults of three other minor female victims. Some of Brasuell’s criminal charges include: unlawful sexual intercourse with a minor, rape of an intoxicated victim, forcible oral copulation, lewd act with a 14 or 15 year old child, assault with intent to commit a lewd act, possession of child pornography, and furnishing a controlled substance to a minor. The investigation is ongoing.

As of Monday, Brasuell was still in custody at the San Luis Obispo County Jail. Anyone with information pertaining to this investigation is encouraged to contact the Atascadero Police Department at (805) 461-5051.

He was wanted for two counts of vehicle theft with an enhancement for serious/violent conviction and three enhancements for committing a felony with a prior prison term for a felony within the past five years.

–On Thursday, deputies from the San Luis Obispo Sheriff’s Department responded to a report of a man who had threatened his neighbor in the 300 block of Manzanita Drive in Los Osos. When deputies arrived on scene, the man retreated inside his home.

A prolonged standoff ensued and the man would not exit the home. Negotiators were brought in and were in constant contact with the man. The suspect began making suicidal statements. Deputies and negotiators kept trying to get the man to come out of the home but he refused.

At approximately 2:00 p.m., deputies entered the home and the man barricaded himself in a back room of the house. Again, he refused to exit the home. At approximately 2:50 p.m., deputies made entry into the room and arrested the man without incident. The suspect is identified as 46-year-old Jaime A. Medina of Los Osos. He was arrested for making criminal threats and resisting arrest. A booking photo is not available at this time.

Suspects are likely to still be in the area, says Sheriff’s Department

–Kenneth James Johnson, a 33-year-old white male, and Jammie Nichol Fierros, a 33-year-old white female, are wanted in connection to a string of thefts in the San Luis Obispo area.

On Jan. 15, 2018, at about 4 p.m., a San Luis Obispo Police Officer attempted a traffic stop on a car in the 1000 block of Peach. The male driver and female passenger immediately fled on foot into the nearby residential neighborhood. A search by officers, including a K-9 unit from Cal Poly PD, was unsuccessful in locating either suspect. Stolen property from an unreported residential burglary in Santa Margarita, along with drug paraphernalia, was located in the car. The car was reported stolen from Bakersfield on Jan. 8, 2018, and later returned to its owner.

At about 4:30 p.m., two subjects matching the driver and passenger from the Peach traffic stop were seen in the area of the 800 block of Buchon where it is believed they entered a detached garage and stole bicycles, skateboards, and a backpack. Video from a nearby surveillance camera showed a male and female matching the general description of the suspects riding the victim’s bicyles in the area.

On Jan. 16, 2018, at about 9:55 a.m., the victim from the 800 block of Buchon was driving to the Police station to provide additional information about the burglary, when he saw the male suspect riding a bicycle and carrying one of the stolen skateboards in the area of Osos and Mill. The victim confronted the suspect who dropped the skateboard and attempted to flee. Officers responded and chased the suspect on foot while additional officers set up a perimeter in the area of Chorro and Walnut. Again, a K-9 unit from Cal Poly PD responded but could not locate a scent to track.

At about 12:30 p.m., a resident of the 800 block of Walnut called and reported a residential burglary. From evidence collected at the scene, it is believed the suspect was the same male who ran from the police in both of the earlier cases. The suspect stole two laptop computers, jewelry, and a backpack.

After analyzing evidence collected at the multiple scenes, officers were able to identify the male suspect as Kenneth James Johnson. Through further investigation, the female suspect was identified as Jammie Nichol Fierros. In addition to her involvement in these crimes, Fierros has a $45,000 outstanding warrant for fraud out of Kern County.

The Sheriff’s Office believes that the suspects are still in the City of San Luis Obispo. They are wanted for suspicion of vehicle theft, possession of stolen property, and residential burglary.

Three Paso Robles teens arrested for armed robbery after drug transaction

–On Friday, deputies from the San Luis Obispo County Sheriff’s Office responded to a call of an armed robbery which had just taken place in the 1500 block of 8th Street in Los Osos. The victim, a 17-year-old White male juvenile had contacted the suspects regarding a drug transaction. The suspects arrived in a vehicle and told the victim to get inside. During the transaction, the victim was robbed at gunpoint. An undisclosed amount of cash was taken from the victim. The suspects drove the victim a short distance before dropping him off unharmed.

During the course of the investigation, members of the Sheriff’s Gang Task Force discovered the vehicle and the suspects in the parking lot of a shopping center in the 1400 block of Creston Road in Paso Robles. The suspects were arrested without incident.

They are identified as a 19-year-old White male adult from Paso Robles, an 18-year-old Hispanic male adult from Paso Robles, and a 17-year-old Hispanic male juvenile from Paso Robles. All three were arrested for armed robbery. The investigation is continuing. No further information is available at this time. No booking photos are available at this time.

DUI checkpoints planned for Superbowl Sunday

–San Luis Obispo Police Department will deploy additional officers on special DUI Saturation Patrols specifically to stop and arrest drivers showing signs of alcohol or drug impairment during and following the game this Sunday.

Impaired driving near or above the .08 BAC limit can be deadly, and even small amounts of alcohol can impair judgement to make driving unsafe. In 2016, the National Highway Traffic Safety Administration (NHTSA) reported there were 10,497 fatalities in motor vehicle traffic crashes involving drunk drivers nationwide. California recorded 1,059 DUI deaths at .08 BAC or above according to the NHTSA.

San Luis Obispo Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” Drug-impaired driving is a problem on California roadways. Like drunk driving, drugged driving is impaired driving, which means it is dangerous and illegal. Whether the drug is legally prescribed, an illicit drug or marijuana, driving while drug impaired poses a threat to the driver, vehicle passengers, and other motorists, and driving high can lead to a DUI.

“Be sure to have a game plan for the night so friends and family know who the designated driver is,” said Sergeant John Villanti, San Luis Obispo Police Department. “We want to encourage folks to turn over their keys to a sober driver before the game begins. Impaired driving can result in serious crashes, injuries or death. If you don’t have an ‘MVP’ to make sure folks get home safely, consider other ride options.”

There are many other ways to ensure a safe ride home besides relying on a friend. The OTS DDVIP app is now available for free download on iOS and Android devices. The app offers enhanced features, allowing users to search all participating bars and restaurants throughout California. Additionally, the app users can easily order a sober ride from Uber, Lyft or Curb.

Update: Man found guilty of murdering roommate

–After a three-week trial, forty-three year old Manuel Jesus Perez was found guilty of first degree murder and Arson by a San Luis Obispo County jury. Perez was charged with murder following the July 11, 2016, death of Joseph Charles Kienly IV of Grover Beach, California.

On Wednesday, Feb. 7, the court will conduct a hearing to determine the validity of two alleged prior convictions for first degree residential burglary committed in 1995 in Ventura County. A sentencing date will be set after the hearing on the alleged prior convictions.

This case was prosecuted by Deputy District Attorney Michael Frye and investigated by the Grover Beach Police Department.

Man allegedly burned down apartment in Grover Beach, killing roommate

–Manuel Jesus Perez, 41, of Grover Beach has been charged with the first degree murder of Joseph Charles Kienly IV, 37, of Grover Beach. Kienly was Perez’s roommate at the time.

Perez has also been charged with arson of an inhabited dwelling, burning down his and Kienly’s residence at the 100 block of North 13th Street in Grover Beach, on July 11, according to the San Luis Obispo County District Attorney.

Perez has previous convictions, that of first degree burglary in 1995 from Ventura County, as well as a strike prior based on that same burglary conviction.

Police seek help locating suspected pimp/panderer

–The Paso Robles Police Department is requesting the public’s help locating 44-year-old Walter Thomas Jr. in connection with an ongoing Human Trafficking investigation. Thomas was last seen driving a silver Chrysler Pacifica in the Paso Robles area. Thomas might be headed to the Fresno or Clovis, CA area, police say.

On Jan. 30, PRPD detectives contacted two women working as prostitutes in the Paso Robles area. Investigators believe the two women are victims of human trafficking with Thomas acting as their pimp/panderer.

While the details of this investigation are being withheld to preserve the integrity of the ongoing investigation, the PRPD is hopeful the public can help them locate Thomas Jr.

Teen arrested for burglarizing neighbor’s home

–On Friday, Deputies from the San Luis Obispo County Sheriff’s Office responded to a call of a burglary in progress at a home in Nipomo. The female resident, who happened to be home alone at the time, called 911 when she heard noises in a detached unit of the home located in the 900 block of W. Tefft Street. When Deputies arrived, they found a man rummaging through the unit. Deputies confronted the man and he was arrested without incident.

The suspect has been identified as 19-year-old Jim Montez III of Nipomo. Montez lives next door and was arrested on a charge of burglary.

–The Paso Robles Police Department is requesting public assistance with locating Janet Marie Deras (04-27-1996) and Ines Marie Jimenez (09-15-1987). Investigators suspect the two women are passing fraudulent $100 bills at businesses throughout the central coast.

The women attempted to pass 2 fraudulent $100 bills at the J.C. Penny department store in Paso Robles on January 31, 2018. The women were possibly accompanied by Joshua Lee Maddox (02-15-1980, no picture available), another person of interest. Maddox is possibly associated with a yellow 2018 Chevrolet Camaro.
