Police investigate multiple reports of possible prowler

In a few instances, the suspect reportedly reached in a window and touched the victims while sleeping

–During the past two weeks, the San Luis Obispo Police Department has received several calls for service regarding possible prowler activity at various locations throughout the city. This is an ongoing investigation and San Luis Obispo Police Department is actively trying to identify the suspect or suspects involved in these crimes.

The suspect(s) have been vaguely identified as either a male White and/or male Hispanic adult. The time range in these incidents have also varied and usually occur during the late night to early morning hours. In a few instances, the suspect has been reported to have reached in a window and touched the victims while sleeping.

The police department is asking the publics assistance in trying to identify the person(s) responsible for these prowling incidents. If you have been the victim, or a witness, in any of these incidents we ask that you to please contact the police department to report the crime. During nighttime hours, leaving curtains and blinds open can increase the visibility into your home. The police department is encouraging its citizens to be aware of their environment and surroundings, as well as reporting all suspicious activity in their neighborhoods.

DMV investigators combat unlicensed vehicle dismantlers

Strike team targets the Nipomo Mesa region

–Investigators with the California Department of Motor Vehicles (DMV) targeted 35 locations in San Luis Obispo and Santa Barbara counties in an effort to combat unlicensed vehicle dismantlers. During a two-day enforcement operation on September 6 and 7, DMV investigators cited 14 individuals for illegally dismantling vehicles and other offenses. In addition, the California Department of Toxic Substances Control (DTSC) found seven of these locations in violation of state and federal environmental regulations.

“It is against the law for anyone to act as a vehicle dismantler without having an established place of business, meeting specific requirements, and having a current, valid license or temporary permit issued by the Department of Motor Vehicles,” said DMV Chief of Investigations Frank Alvarez.

The DMV Investigations Vehicle Dismantler Industry Strike Team (VDIST) inspected business locations suspected to be involved in unlicensed vehicle dismantling activity in the Nipomo Mesa area, which includes the cities of Santa Maria, Arroyo Grande, Lompoc, San Luis Obispo, and Paso Robles. The investigators found vehicles that were in the process of being dismantled by unlicensed individuals.

During this operation, the strike team focused on verifying that businesses complied with state laws and regulations, as well as environmental guidelines. In addition, investigators conducted Vehicle Identification Number (VIN) inspections and examined engine and license plate numbers in order to recover stolen vehicles or components and parts. “We want unlicensed vehicle dismantlers to know that the DMV has an active law enforcement team that continuously attacks problem areas throughout the state,” said Alvarez.

Unlicensed automobile dismantlers operate in the underground economy and do not comply with the licensing requirements. In addition, they ignore environmental regulatory requirements, insurance obligations, workplace safety requirements, and avoid paying taxes. For example, vehicle fluids can seep and contaminate ground water and defective parts can be sold to unsuspecting people, creating a potential public safety hazard.

The strike team obtained information from state and local agencies that indicated unlicensed dismantlers were operating in the targeted area. The strike team collaborated with DTSC in accordance with state law. In addition, the strike team worked with the San Luis Obispo County Auto Theft Taskforce, National Insurance Crime Bureau, and the San Luis Obispo County Sheriff.

In September 2016, Governor Edmund G. Brown Jr. signed Assembly Bill 1858, which requires the DMV to collaborate with representatives from the California Department of Tax and Fee Administration, the California Environmental Protection Agency (CalEPA), the Department of Toxic Substances Control (DTSC), the State Water Resources Control Board (SWRCB), the Department of Resources Recycling and Recovery (CalRecycle), and the State Air Resources Board (ARB) to investigate the occurrences of unlicensed and unregulated vehicle dismantling.

Two female victims stabbed, man arrested for attempted murder

–On Saturday, at 10:04 a.m, San Luis Obispo County Sheriff’s deputies responded to the report of a stabbing at a residence in the 2700 block of Waters End Rd in the Lopez Lake area of rural Arroyo Grande. Upon arrival, deputies discovered two female victims suffering from multiple stab wounds and blunt force trauma. The suspect fled on foot prior to the arrival of deputies and with the assistance of a CHP helicopter, the Sheriff’s Special Enforcement Detail (SWAT), the regional SWAT team, Lopez Lake park rangers, and a Sheriff’s K-9 officer, the suspect was located in the vicinity and taken into custody without incident at approximately 12:52.

Both victims were transported to a local hospital where they are being treated for critical but stable injuries.

The suspect, 26-year-old Alberto Isaac Gonzales Penaliza from Arroyo Grande will be booked into San Luis Obispo County Jail for two counts of attempted murder and held in lieu of $500,000 bail. The matter is under further investigation by sheriff’s detectives, no additional details are available for release at this time.

Police department seeking help identifying stolen credit card suspects

–On Sept. 6, the San Luis Obispo Police Department took a theft report from a victim who reported that numerous credit cards were stolen from his vehicle on Sept. 5 and used a short time later at numerous stores in San Luis Obispo. Further investigation revealed surveillance video of the two suspects using the stolen credit cards. The police are asking for assistance from the public in identifying these two suspects for questioning.

Police say man forced his way into residence, repeatedly punched 84-year-old woman

56-year-old Thomas Terrell was arrested for elder abuse and other charges.

–On Tuesday night, at approximately 10:30 p.m., the San Luis Obispo Police Department received calls reporting an assault taking place at a residential building in the 900 block of Monterey. When officers arrived they located an 82-year-old female assault victim being attended by neighbors. The suspect, 56-year-old Thomas Terrell, was found being restrained by neighbors.

Investigating officers learned the female victim heard a commotion outside her front door and went to check on the noise. When she opened the door Terrell pushed his way into the residence and forced the victim to the ground where he began punching her repeatedly. The victim’s screams for help were heard by several neighbors who came to help. Terrell’s attack was stopped by those neighbors who detained him until police arrived.

The victim was transported by ambulance where she was treated for lacerations and a concussion before being released from the hospital.

Terrell was booked and the San Luis Obispo County Jail and the following charges have been filed by the District Attorney’s Office:

  • First-degree burglary
  • Elder abuse
  • Enhancement of causing great bodily on a person over 70
  • Threats to commit a crime of violence

Multiple burglaries reported at North County tasting rooms

–The San Luis Obispo County Sheriff’s Office has responded to multiple burglary reports at tasting rooms in north county in the last month and a half, according to San Luis Obispo County Sheriff’s Office Public Information Officer Tony Cipolla. The most recent occurred about a week ago. Almost all have similar crime patterns.

As many businesses do, many of the tasting rooms had video surveillance. The Sheriff’s Rural Crime Unit and Sheriff’s Detectives are reviewing the video surveillance and are coordinating the follow-up investigation.

At this time, no arrests have been made.

Three arrested for counterfeit money operation

–On Sept. 14, at approximately 8:30 p.m. the San Luis Obispo Police Department received a call of suspects passing counterfeit bills at Vons grocery store located at 3900 Broad St in the city of San Luis Obispo. The suspects passed two counterfeit $100 bills to purchase $200 worth of miscellaneous gift cards.

A short time later, the San Luis Obispo Police Department received another call of suspects passing counterfeit bills at the Chevron located at 2000 Monterey St. The suspects used a counterfeit $100 bill to purchase scratch-off lottery tickets. After officers checked the video surveillance at both locations, it was determined the suspects were the same.

The following day, the same suspects entered the Rite Aid, located at 956 Foothill, and passed two counterfeit $100 dollar bills. The store manager obtained a good description of the suspect vehicle. A short time later, officers located the vehicle at a local motel in the city of San Luis Obispo. As officers were attempting to contact the suspects at their motel room, the suspects began throwing evidence out of the rear window of the room.

All three suspects were located inside of the motel room and were taken into custody without incident. The suspects were identified as 33-year-old Nathan Dunhoff, 44-year-old Jason Provence, and 23-year-old Tyler Morris.

Officers recovered evidence of counterfeiting materials, counterfeit manufacturing equipment and merchandise purchased with the counterfeit money inside of the motel room. The suspects are all from Orange County and are being held at the San Luis Obispo County Jail on $25,000 bail.

Two teens found hiding in a closet arrested for burglary

–On Sunday, at 11:55 a.m. Police Officers from the Morro Bay Police Department responded to the 2000 block of Ironwood Ave. to a report of a burglary in progress in which a man was seen climbing through an open window.

On arrival, with the assistance of a San Luis Obispo Co. Sheriff Deputy, officers began searching the residence for possible suspects. As the officers searched the residence, two suspects were discovered hiding inside a closet.

The suspects were identified as 18-year-old Judal Emmanuel Thompson, and a 14-year old female subject. The suspects were arrested without incident.

During the investigation, officers discovered that a camping trailer parked at the residence had also been burglarized by entry into the roof skylight. Evidence was discovered at both scenes which connected both suspects to both burglaries. Stolen currency in the amount of $200 was recovered.

Thompson was transported and booked into the San Luis Obispo Co. Jail on two counts of first-degree burglary – 459 PC, and the juvenile was booked into the San Luis Obispo Co. Juvenile Services Center on two counts of first-degree burglary.

Renee Rechell Rietdyk, the County’s Most Wanted Wednesday subject from Aug. 16, was arrested the morning of Aug. 29 by the Santa Maria Police Department and brought to the Santa Barbara County Jail.

Rietdyk was wanted for failing to appear on posted bond/bail, possession/purchase for sale of a controlled substance, and possession for sale of a controlled substance with enhancements for committing a felony with a prior felony.

Police searching for robbery suspect

–On Monday, October 2, 2017 at 3:28 p.m., officers from the San Luis Obispo Police Department responded to a bank robbery at U.S. Bank. in San Luis Obispo. The investigation revealed that a black, male, adult entered the bank, approached the teller, brandished a pistol and demanded money. The teller complied with the suspect’s demand. The suspect fled the bank with an undisclosed amount of cash. The suspect was described by witnesses as wearing a tan colored hat, green bandana on his face and all black shirt and pants. Below is a photo of the suspect from bank surveillance.

Numerous incidents of burglaries at local wineries reported

Reward offered for information about this crime that leads to arrest

–The San Luis Obispo County Sheriff’s Office is currently investigating a series of burglaries targeting winery tasting rooms in the Paso Robles and Templeton areas. Over the past couple months, more than 25 tasting rooms have been hit in the north county, with the latest incident occurring a couple days ago. Investigators have determined the suspect breaks into the tasting room and takes a small amount of money from the cash register. It’s estimated the total loss from all the burglaries amounts to a few thousand dollars. No other items are taken and there is no evidence of vandalism.

The incidents have been random in nature, occurring in different areas on different days. But because of the similarities of the crimes, investigators believe at this time, it may be the work of one person. Sheriff’s investigators are working on several leads.

The sheriff’s office is encouraging the public that if they see someone or something suspicious to give the Sheriff’s Office North Station a call at (805) 434-4290. Or you can remain anonymous by calling Crime Stoppers at 549 STOP (549-7867). Police seek help identifying suspects responsible for burglarizing coin machine at laundromat

–The Paso Robles Police Department is seeking the public’s help in identifying two suspects that reportedly burglarized a coin machine at Sunshine Laundry on Spring Street in Paso Robles on Sept. 29.

Featured above are photos of the male and female suspects responsible for the burglary.

The male also appears to be responsible for a similar burglary that occurred at the laundromat located at 629 Creston Rd on Oct. 11 at approximately 6:50 a.m.

The vehicle involved appears to be a white 90’s model Mercury Cougar or similar. If you recognize either of these suspects please call Paso Robles Police at (805) 237-6464.

Man arrested for warrants after attempting to flee, hide from police

–On Saturday at 6:07 p.m., a California Highway Patrol officer attempted to stop a man driving a Ford F-150 because he observed that he was not wearing a seat belt. The driver, identified as Bakersfield man Christopher Gomez Cruz, attempted to flee the pursuing officer. After about 200 yards, Cruz reportedly lost control of the vehicle and struck a chain link fence. He then attempted to flee on foot. He was later discovered in a nearby yard hiding in a shed.

Cruz had three warrants out of San Luis Obispo County. He was booked into San Luis Obispo County Jail without further incident.
